| O NPC [[Marvin]], localizado no térreo do magistrado, é o responsável por intermediar e contabilizar os votos dos cidadãos. Os tópicos que tiverem mais votos ficarão ativos durante duas semanas, após isso, os tópicos com mais votos obtidos durante as semanas em questão entrarão em vigor, e assim sucessivamente.
